REACH - Consortia Management

The Challenge...

...the Registration, Evaluation, Authorization and Restriction of Chemicals (“REACH”) imposes on manufacturers and importers an obligation to register substances.

Whereas considering the effort required by regulatory obligations, it is necessary:

to increase the efficiency of generating information and
to reduce related costs.

The members, with a view to fulfilling their regulatory obligations, wish resp. need to form a consortium open to any other interested manufacturers subject to criteria defined hereunder in order to:

share data
review available data
identify data gaps
propose additional testing
perform such testing where necessary
subject to an agreement on a case-by-case basis
compile and submit a harmonized set of data for registration and
coordinate the response to any additional requirements under the REACH regulation that may result from that submission
operate the consortium in a cost-efficient manner.

DNU - Association Services supports you in forming and operating a consortium for your substance to be registered.

Our activities usually include the following activities:

Comprehensive administration and facilitation (invitation, agenda, meeting, conference calls, minutes, accommodation etc.)
Consortium agreement, confidentiality agreement
Management of scientific test projects
Elaboration and anonymizing of data
Organizational and cost sharing issues
Communication between different committees within the consortium
Handling of all consortium related financial matters
Sharing existing data on an agreed basis
Communication with upstream supply and downstream user sectors
Dealing with late entrances for registration
Confidential information is managed – where necessary – anonymized to allow sharing.

DNU - Association Service acts as an independent and strictly neutral party who manages the exchange of sensitive individual data.
As Trustee we ensure that specific procedures effectively protect any information disclosed. We have installed appropriate internal procedures to protect the confidentiality of information provided to us.

As secretariat we are responsible for the daily management and external representation of the members of associations resp. consortia and deal particularly with the following:

Organizing and convening meetings
Ensuring compliance with competition laws
Supervising external consultants and experts
Handling all financial matters, including budgeting, invoicing, keeping track of costs.
